UK agency proposes anti-dumping duties on Chinese biodiesel imports

The U.K. Trade Remedies Authority on Aug. 22 announced the conclusion of its anti-dumping investigation into biodiesel imports from China and proposed to introduce anti-dumping duties on Chinese biodiesel imports.

The TRA launched the investigation in June 2024 following an application by the Renewable Transport Fuels Association on behalf of U.K. producers. The products covered in the investigation include fatty-acid mono-alkyl esters (FAME) and hydrotreated vegetable oils (HVO). The U.K. currently has domestic FAME capacity, but does not produce HVO, commonly known as renewable diesel.

The TRA’s inquiry determined that Chinese biodiesel is being dumped in the U.K. at unfairly low prices, causing material injury to U.K. producers. The TRA also conclude that applying anti-dumping measures would be in the U.K.’s economic interest. 

As a result, TRA is proposing to introduce a 15.68% duty on imports for the Zhuoyue Group and non-sampled cooperating exporters and a 54.64% duty for all other exporters. 

Stakeholders are invited to provide public comments or submit additional evidence before a final recommendation is made. Comments can be filed through Sept. 22. Additional information is available on U.K. government website.
